Yo Body wave or not

I have short very thick hair that is cut in layers. Almost like a short mullet, a little longer in the back. Because of my features, I don't look right with my hair flat on top. the hairdos nowadays are on the flat straight side. Do you think that I need a body wave so that I get can keep the fullness on top. My hair seems to fall flat by the end of the day, even though it is layered. I don't want a tight perm (out of style) but is there a way I can get a body wave just to keep the body on top. I have tried all kinds of stuff but nothing is working. My hair is medium blonde with lighter blonde highlights. All colored. My natural hair is probably salt and pepper. Haven't seen my natural hair color for about 20 years.
