What’s happening with my hair?

Something odd has happened to my hair.  There are little one-inch strands on the top of my head that float up into the air occasionally and just generally look awful.  Otherwise my hair is rather long and while occasionally it can get too dry, it's generally not a problem.  I tried googling to find out what's wrong, but I wasn't sure how to describe it!

I can think of two causes.  First is that I permed it 2-3 months ago.  The second is that I often wear hair scrunchies - I've cut back but I still need to use them 4-5 times a week when I exercise.

So, I guess I have two questions.  First, what is happening and why?  And second, is there anything I can do about it?

It sounds like breakage to me. I don't know what else to say. You can use hair spray or serum to kinda hold them down and just try to take care of your hair by conditioning and whatnot. It's happened to me before. They'll grow out and lay down again.

Ah, that wonderful remedy - patience. Do you have a recommendation for a
spray or serum? Something that won't make my hair feel gunky?

What you have is breakage which is known as "Angel Hair".  The suggestions provided above are excellent.  You will just basically have to wait until your hair grows out for the "halo" hair to settle down.
