How about getting rid of it with a new routine? You can use two conditioners instead of just one. Get a light, cheap one like V05 or Suave Naturals, then use it first before you use your usual conditioner. So it would be shampoo+rinse, conditioner1+rinse, conditioner2+rinse. That should take care of dryness issues at the very least. And it usually takes care of frizz too, but frizz is due to many reasons (e.g. genes, stress, trichotillomania regrowth, improper combing).

Leave in conditioners? Sometimes in order to improve the problem you should look at what is causing the dry hair. Do you straighten?

And humidity? I have fine/thin hair that has a tendancy to frizz in our wonderful SE Texas humid air. If that's the case.....not much you can do, but find 'humidity resistant' hairsprays (and wait for the 2 months of dry air we get here). They don't work very well, but they work enough for me. It doesn't frizz.....it just goes flat.
