I am curious, and maybe it seems obvious to some, but for instance in the movie "Practical Magic", Sandra sometimes has bangs (more than just wispy ones), and then sometimes she has a sleek, bangless look, but it doesn't look like she has a lot of spray or gel on her hair keeping them back. (All within the same movie) That is a versatility I would like to have. Does anyone know how to do that effectively?

No. She has ultra-long bangs that are almost a layer. Since her hair is wavy, they "spring up" when styled to do so.
