 How to wet wash naturally textured hair

I have been told a lot of contradictory information regarding how to wet wash naturally textured hair
including the following:

1.  Never use traditional shampoo on textured hair when wet washing.  
2.  Especially never use sulfate infused shampoo.
3.  Using the right shampoo on textured hair during wet washing makes a huge difference. 
4.  Use shampoos when wet washing ONLY for curly/textured hair.  Is this really true?
5.  Dilute shampoo with water, when wet washing, where you use 1/8 of tablespoon of shampoo mixed with 1 gallon of lukewarm water.
6.  Wet wash only with a hydrating rinse-out conditioner.
7.  Never wet wash in any water temp, but lukewarm.
8.  Always perform a final rinse in cool and/or cold water.
9.  While in the shower, after rinsing shampoo and/or diluted shampoo formula from hair, apply a rinse out conditioner.
10.  During the leave-in conditioner phase, detangle hair with fingers or a wide-tooth hair-friendly comb working from the 
    ends up to the roots, working slowly in small 1-2" sections.
11. After final rinse, do an accordion finger squeeze to remove excess water before towel blotting.
12. Towel blotting should be done with a clean t-shirt or a special micro-fiber towel to absorb the most moisture.
13. Apply a leave-in conditioning cooktail to help hydrate curls and/or texture before either air-drying or heat drying with
    a long finger diffuser. 
14. After curly hair is 100% dry always apply a small amount of oil to palms of hands and apply a tiny bit to the ends or dry sections.

Which of the above recommended steps are true or not true for naturally textured/curly hair?  

Are all of them true?  

Or just some of them?
