Need help: How do I get a hair style like this

 

Sorry the picture's so small. I can't tell what this guy has going on there. I'm trying to do the same thing: I've got the fro-hawk part down now. Is it small twists? Doesn't really look like dreads...Maybe he's just got good hair? Help please!
