how can i pull this off?

im on a budget and cant spend too much
can anyone help mee figure out how to do something like this?

That looks pretty simple... something that would be easy for you to do yourself (or get a friend to help you).  Do you have any other pics from different angles or closer up?  That'd make it easier to tell how it's done.  Also, a pic of your hair would help very much.

if your hair does'nt have much length you should get some hair extensions, clip in ones i had them for my prom, with a simple hair style like that and it looked lovely :)
