Help with weird hair : /

Hi there, I've southeast asian but my hair is rather wavy?curly?coarse? :/ as can be seen in the link below.

 

Would it be considered curly or is there a better term for my kind of hair? It gets puffy and messy when it gets long and being in Asia where most people have straight hair doesn't help much, so I've pretty much kept it short all my life to keep it neat.

Also is it possible for my hair type to get something like Ryan Phillippe's hairstyle naturally without a perm? Pics of him are linked below.
