I'm confused. All of the guys in the picture look like they have straight hair. How curly do you want it?

It looks really really dry, with a rough texture. Maybe someone else could help. I don't know much about creating that hair texture. I think Mysticaldodo or Asian Invasion might be able to give you more specific feedback.

It looks fried. A perm and a couple of color jobs should do it.

It looks like a straightening iron, but instead of flat plates, it has wavy or ridged ones.

You should be able to buy a crimping iron at a drug store or a grocery store for a decent price.

crimping is not really curly....its a unique and distinctive texture...i think crimping would look better then the picture you originally posted. Maybe you can start a new trend for guys :) I personally thinks its too much work and prefer spikes or bed head.
